As one of the strongest typhoons ever to hit the island, its wide swathe of destruction is palpably evident everywhere.  &lt;br /&gt;&lt;br /&gt;One of the institutions that suffered enormous damage is the Catanduanes State Colleges, wellspring of formal education of some 7,000 youth of the island and nearby provinces and workplace of over 600 teaching and non-teaching employees.  Classes were suspended until January 8, 2007 to give way to immediate rehabilitation works of vital academic facilities destroyed by the typhoon. &lt;br /&gt;&lt;br /&gt;We appeal to all alumni of the Catanduanes State Colleges, and all other benevolent individuals and organizations to help the school be back on its feet.  &lt;br /&gt;&lt;br /&gt;The CSC Administration is exerting every means to ask assistance from appropriate government offices as much as it also anchors on the valuable help from its alumni all over the globe and other civic spirited individuals and organizations.&lt;br /&gt;&lt;br /&gt;Any amount will be most welcome. Rubio show off the major awards they bagged in the 11th ICSCJ, both in the group and individual writing contest categories.&lt;/strong&gt;&lt;br /&gt;&lt;br /&gt;For the second time, the Catanduanes State Colleges’ official tertiary student publication was proclaimed Campus Paper of the Year, as well as Best in Editorial Page, Best in Layout and Best in Sports Page in the 11th Intercollegiate Summit on Campus Journalism conducted by Society of Junior Fellows and National Youth Commission on November 24-26, 2006 at Carolina, Naga City.&lt;br /&gt;&lt;br /&gt;The contest entry, the SY 2006-2007 1st Semester issue of CSC Statesman, the official tertiary student publication of the CSC, competed with other campus papers of state and private colleges and universities in Region V.&lt;br /&gt;&lt;br /&gt;Aside from the unprecedented sweep of four major group awards, the CSC student writers also scored top ranks in the individual writing contest.  &lt;br /&gt;&lt;br /&gt;Proclaimed winners were Misty Irish Gail Villasana, 1st Place, News Writing and 3rd Place, Editorial Writing; Michael Jake Arcilla, 3rd Place, Copyreading &amp; Headline Writing, Adem Nalu V. Toyado, dean of the College of Information and Communications Technology, the BSIT curriculum is based on core courses that provide students with a combination of knowledge, hand-on experience and application of theory to information technology issues.  The program will keep pace with evolving technology and related business practices by offering courses in areas such as systems analysis, web applications, program languages and graphical user interface (GUI).&lt;br /&gt;&lt;br /&gt;Dr. Toyado added that the curriculum will emphasize quantitative and communication skills as well as establish an environment that will strengthen the course foundation.  The required courses combine concepts and practices utilized by IT professionals.  Graduates of the program will fit into the IT job market needs, starting out as an entry-level software application engineers, computer systems analysts, network systems professionals and computer systems software engineers. &lt;br /&gt;&lt;br /&gt;The CSC College of Information and Communications Technology started operating as a comprehensive college on January 23, 2003 to improve the delivery of information and communications technology education as well as lead in directing management information systems needs of the CSC. Expectedly, the BSIT curriculum will expand the curricular program of the CICT.  The other program offered by the college is BS in Information Management.  &lt;br /&gt;&lt;br /&gt;Complementing the needs of the expanded curricular offerings of the CICT are its adequate teaching force (its current faculty-student ration is 1:35), a well-placed staff development program, ICT facilities and equipment which are continuously augmented to fill in the needs of its service area and instructional facilities.  Aside from its classrooms, CICT has six computer laboratory rooms, and a networking technology simulation room equipped with network servers and workstation using Windows NT environment and Windows 20204 Advanced Servers. They were coached by Prof. Hector B. Abada and trained by Mr. Edwin Romero.&lt;br /&gt;&lt;br /&gt;Meanwhile, Dance Sport pairs Ryan Molod and Mariette Lacson and Alfredo Suarez and Christine Jane Tan demonstrated their winning terpsichorean skills in the ballroom dance competition, eventually lording over contenders from state colleges and universities in Region V.&lt;br /&gt; &lt;br /&gt;Molod and Lacson prevailed in Latin American Dance category while Suarez and Tan ruled in the Standard Ballroom category.  They were coached by Prof. Amelia B. Armea.  They earned the right to represent the CSC in the said competition by winning in the local elimination contest spearheaded by the CSC Office of Student Affairs a week before the SCUAA meet.&lt;br /&gt;&lt;br /&gt;The CSC Athletics Team likewise produced Gold medals courtesy of Rodel Santos, 1st Place, Javelin Throw and 1st Place, Discus Throw and Denver Dacumos, 1st Place, Long Jump and 1st Place, 200 Meter Dash.  His team likewise earned Gold in the 4 x 100 meter relay.&lt;br /&gt;&lt;br /&gt;Bagging Silvers were Rodel Santos, Shot Put; Denver Dacumos and teammates, 4 x 400 meter relay; Amador Bernardo, 200-meter dash; Henry Bon, 800 meter run and another one for Amador Bernardo in 100-meter dash.&lt;br /&gt;&lt;br /&gt;Denver Dacumos finished third in the 100-meter dash while Henry Bon and Jonathan Rojas clinched in the 4th spot in the 1,500-meter run and 400 meter dash respectively.&lt;br /&gt;&lt;br /&gt;Krisna Davie Angeles captured two Golds for her almost peerless performance in the Javelin Throw and Shot Put competition.&lt;br /&gt;&lt;br /&gt;Other placers in the Women’s Athletics are: Eziel Teston and team, 4th place, 4 x 100 meter relay; Edna Isidoro, 4th place, Discuss Throw, women; Helen Bagadiong, 4th Place, Shot Put, Women; Eziel Teston, 4th place, 100 meter dash and Mary Dealagdaon, 6th place, 100 meter dash.&lt;br /&gt;&lt;br /&gt;The CSC’s Swimming Team, both men and women, were adjudged fourth place in the overall medal standing.&lt;br /&gt;&lt;br /&gt;The CSC Volleyball Men garnered the First Runner Up trophy.  Softball women bagged the Third Runner Up honors while Lawn Tennis Women finished fourth. From the many schools that competed in the said event, the CSC garnered this prestigious citation.  &lt;br /&gt;&lt;br /&gt;The winning student writers are all senior editors of The CSC Statesman, the official tertiary student publication of the Catanduanes State Colleges.  &lt;br /&gt;&lt;br /&gt;About 160 student writers coming from private and state colleges and universities in Region V, including community colleges, took part in the annual regional writing competition.  As regional winners, they will represent the CSC in the 5th Luzon-wide Higher Education Press Congress Individual and Group Writing Competitions to be held on the first week of February 2006 at Naga City.  &lt;br /&gt;&lt;br /&gt;Prominent journalists from the Philippine Daily Inquirer Southern Luzon Bureau, key officials from Philippine Information Agency and other government entities, media specialists from the academe and officials from Commission on Higher Education Regional Office V served as resource persons and judges during the 3-day event.&lt;br /&gt;&lt;br /&gt;Most Reverend Jose C. Sorra, former Bishop of the Diocese of Legazpi, gave a lecture focusing on the overview of the Philippine media today as well as imparted insights on ethical standards about the trade during the final day of the press conference.  &lt;br /&gt;&lt;br /&gt;Addressing the more than 160 finest student journalists in the Bicol Region, the Catandunganon Bishop exhorted:  &lt;em&gt;“Media today is the most powerful and unpredictable of all human tools that now threatens to replace the Church, the school and the home, as the primary headmaster of the youth.  Accordingly, you must respect it with awe, exercise it with honesty, diligence and responsibility.  But above all, live out religiously media’s ethical tenets of Do’s and Don’ts. Quintal Jr. made waves as Civil Engineer Board Examination topnotcher, three of his classmates at the Catanduanes State Colleges College of Engineering likewise built their respective conquests in the same licensure test – two garnered the 12th place while one bagged the 16th slot.&lt;br /&gt;&lt;br /&gt;Keyel L. Isorena and Nathaniel C. Turado tied on the 12th place with an average of 91.9 percent while Gilbert R. del Valle finished on the 16th spot with an average of 91 percent.&lt;br /&gt;&lt;br /&gt;The three low-key board placers join 27 other graduates from the CSC who passed the Civil Engineer Board Examination given by the Professional Regulations Commission last November 19-20, 2005.&lt;br /&gt;&lt;br /&gt;Isorena and Turado were bosom buddies, having been classmates from high school until college. But he later knew, upon information of his classmates, that he was the Top 12 in the board examination.”&lt;br /&gt;&lt;br /&gt;Also making an impressive record on the 12th slot is Nathaniel C. Turado, son of Mr. Opero Turado of Bagamanoc, and Rebecca Camu of Virac.  Nathaniel, graduated at Virac Pilot Elementary School and at Catanduanes National High School.  (Keyel however studied at Cabugao Central Elementary School from Grades 1 to 5 and later transferred to VPES).&lt;br /&gt;&lt;br /&gt;Nathaniel related that he has already a strong hunch that he will do well in the board exam. &lt;em&gt;"Actually sir, Gilbert and I were 6th and 7th placers respectively sa mid pre-board sa review center", &lt;/em&gt;the former high school CAT Corps Commander said in an SMS interview.  "&lt;em&gt;Dakula talaga ang natuwang pag review, maski pa financially masakit, nagpursige man ang mga magurang ko.  Kaya maisabi ko sa mga estudyante, higos lang talaga pati dedikasyon sa pag-adal", &lt;/em&gt;he imparted.&lt;br /&gt;&lt;br /&gt;Gilbert del Valle, who placed 16th, related that he decided not to take the refresher course after their formal review sessions due to financial constraints.  He opted for a self-study. He was the last to know that he placed 16th in the board exam.  It was his parents who excitedly informed him that he was on the Top 20.  They got the information from the Internet, he said.  &lt;br /&gt;&lt;br /&gt;Gilbert took his elementary grades at Pandan Central Elementary School and his secondary education at the Pandan School of Arts and Trades.&lt;br /&gt;&lt;br /&gt;Getting the whereabouts of the three low-profile students were as reclusive as they are.  As of press time, they are still in Metro Manila waiting for the oath taking registration at the PRC scheduled on December 1-13, 2005.  Their mobile phones, which took many attempts to be finally reached, aided in getting first-hand accounts about their unprecedented feats.&lt;br /&gt;&lt;br /&gt;For their achievement, the three will be receiving cash incentives from the Catanduanes State Colleges.  In an earlier report disseminated by Dr. Asuncion V. Asetre, CSC President, the CSC Board of Trustees  has approved, effective January 2005, the move of the administration to award CSC board topnotchers and placers.  Board topnotchers will receive a cash inventive of P20,000 plus a Plaque of Recognition. Second to 10th placers will get P15,000.00 cash reward and a Plaque of Recognition while 11th to 20th placers will be given P10,000 and a Plaque of Recognition.&lt;br /&gt;&lt;br /&gt;In a report by Engr. Morales, Vice President for Research, Extension and Production (REP) of the Catanduanes State Colleges (CSC) garnered the 3rd Best Paper Award in the 9th Southern Luzon Zonal Research and Development Review on October 24, 2005 at Multi-Media Center, Javier Hall, University of Batangas.&lt;br /&gt;&lt;br /&gt;VP Morales’ study on the indigenous knowledge system of fishers in Parongpong Island, Catanduanes, bested 25 other researches in the zonal paper presentation sponsored by Department of Science and Technology Philippine Council for Aquatic and Marine Research and Development, UP Los Baños and the Southern Luzon Zonal Center for Aquatic and Marine Research and Development.&lt;br /&gt;&lt;br /&gt;The winning research underscores the fishers’ accumulated nuggets of wisdom from Catanduanes, specifically in the Parongpong Island.  Fishing practices and indigenous knowledge gained from personal experiences of fishers were documented in this study that adopted descriptive ethnographic research design.  &lt;br /&gt;&lt;br /&gt;The study, which serves as a good anchorage of community-based development efforts on fisheries management, documented indigenous technique of determining a rich fishing ground which is the squala method. In the documentation, it was buttressed that stars serve as reliable guide in locating a rich fishing ground.  The position of the crest of waves also served as dependable guide of the fishers for fishing venture.  The study also ascertained that observation of fish behavior, atmospheric and sea condition, and the physical consequences to the fishers, influenced the schedule of fishing of the islanders.&lt;br /&gt;&lt;br /&gt;A total of 27 researchers coming from fisheries/marine-based research institutes of UP Diliman, Ateneo de Manila University, DENR-Environmental Management Bureau, Partido State University, National Fisheries Research and Development Institute, Bicol University, University of Batangas, Bureau of Fisheries and Aquatic Resources Fisheries Development Center, University of Sto. Tomas, UP Los Baños, Western Philippine University, and National Fisheries Biological Center, participated in the paper presentation.&lt;br /&gt;&lt;br /&gt;Dr. Morales, who holds the academic rank of Professor I, was formerly the Director of Research and Development Services Center of the CSC.  A zealous R &amp; D specialist, she has authored numerous studies in her field of specialization. Garbage. Trash. Left-overs. Scraps. They go by many names but one thing, they won’t be thrown wantonly elsewhere – the CSC will see to that. &lt;div align="justify"&gt;&lt;br /&gt;Through Office Circular No. 05 series of 2005, Dr. Asuncion V. Asetre, CSC President, ordered the implementation of Systems and Procedures on Waste Management which was proposed by the Office of the Vice President for Research, Extension and Production headed by VP Minerva I. Morales.  The System will look into sound disposal of the institution’s junks accumulated from the daily operation of its various units. This is also in compliance with RA 9003, the recommendation of AACCUP and the CSC’s NGO partner in environmental protection, the Tanggol Kalikasan. &lt;/div&gt;&lt;div align="justify"&gt;&lt;br /&gt;Designated as Coordinator for Waste Management Program of the CSC is Engr. Jomann Socito, faculty member of the College of Agriculture and Fisheries. Engr. Socito will ensure the comprehensive observance and implementation of the Program's provisions. &lt;/div&gt;&lt;div align="justify"&gt;&lt;br /&gt;The Office Order carries systematic procedures which would guarantee the thorough observance of waste management. Separate schemes have been identified for waste segregation, collection and disposal of papers and its by-products, organic materials, recyclable and factory returnable items like bottles, cans, ink cartridges and for plastics. Taking charge of this activity is the Janitorial Services, including the Supply Services and concerned units and offices of the Colleges. Labeled trash bins are strategically placed in various areas in the Colleges to this effect as well as composting areas for biodegradable materials.&lt;/div&gt;&lt;div align="justify"&gt;&lt;br /&gt;The Office Circular likewise created working groups that will take charge in generating awareness, support and sustained implementation of waste management program. This is composed of the Office of the President, Office of the Director of Student Affairs, Research and Development, College of Agriculture and College of Education. DELA CRUZ&lt;/center&gt;&lt;p align="justify"&gt;&lt;br /&gt;Merlen placed 19th in Certified Public Accountants (CPA) Board Examination conducted on October 8-9 and 15-16, 2005, making a significant mark in the academic achievement of her college. The distinction she made in the board examination that is well documented for its grueling mental tests is definitely something to crow about. Quintal Jr., May 2005 CE Board Exam Topnotcher</title><content type='html'>&lt;div align="justify"&gt;For topping the May 2005 Civil Engineer Licensure Examination with an outstanding rating of 98.25%, an honor befitting a national achiever was accorded to Ruben Tabuzo Quintal Jr. by the Catanduanes State Colleges (CSC) administrative and academic officials, faculty, staff and students.&lt;br /&gt;&lt;br /&gt;A torch parade was held last May 18, 2005 around downtown Virac by the CSC community, led by its president, Dr. Asuncion V. (AACCUP) as a continuing effort to evaluate its relevance and effectiveness.The accrediting team, headed by Dr. Nilo E. Colinares, arrived at the CSC lastAugust 28 and wound up their 5-day in-depth accreditation process on September 1, 2005.&lt;/div&gt;&lt;br /&gt;&lt;div align="justify"&gt;The six Level II-accredited academic programs of the CSC that underwent resurvey are the Arts and Sciences (Economics and Political Science), Elementary Teacher Education, Secondary Teacher Education, Nutrition and Dietetics, Nursing and Industrial Technology.&lt;/div&gt;&lt;br /&gt;&lt;div align="justify"&gt;These programs are part of the eight academic programs already evaluated by AACCUP. Merlen graduated from Bugao Elementary School, Bagamanoc, Catanduanes as valedictorian. She then moved to her relatives in Gordon Heights in Olongapo City and took her secondary education in the Catholic-run St. Anne Academy. She initially tried taking up BS Accountancy for two semesters at Centro Escolar University in 2000 but eventually decided to move back for good to Catanduanes State Colleges in 2001. She recalled almost missing the enrolment deadline at that time and could only thank school officials for their due consideration.&lt;/p&gt;&lt;p align="justify"&gt;Call it a chronological stroke of luck. During the 11th Mid-Year Regional Convention of the National Federation of Junior Philippine Institute of Accountants Region V last September 24-26, 2004, Merlen won First Place in the Business Law and Taxation Quiz and First Place in the CPA Mock Board Examination. The prize – free tuition fee from the Naga City-based Accounting Review and Training School (ARTS). At first, Merlen was not keen on where she will have her review class and it took the prodding of a classmate to enlist themselves altogether at ARTS. And so their almost four months saga of review sessions took off.&lt;/p&gt;&lt;p align="justify"&gt;During the review period, Merlen consistently topped the three CPA pre-board examinations conducted by ARTS, keeping other reviewers coming from leading state universities and colleges in Region V only next to her top spot.&lt;/p&gt;&lt;p align="justify"&gt;She counts no-nonsense preparation and prayers as vital elements in passing the rigorous review, though when asked, she honestly admitted she never stormed the gates of heaven with novenas, only with earnest personal prayers. Merlen likewise counts the five-year program of BS Accountancy at the CSC as an edge with other schools with only 4-year accountancy curriculum. She though considers their final semester at school, which is devoted for arduous review sessions, as even tougher because she says, they have to cope up with the pressure of passing the subjects. But then she considers it a big help for these drills serve as their springboard for the licensure examination.&lt;/p&gt;&lt;p align="justify"&gt;Asked what she can impart to those who are next in line, Merlen prescribes the tested formula – faith, perseverance and lots of preparation that must out rightly start from the time they take up the course. She also suggests that it would be advantageous to review and take the board examination after graduation in order to avoid gaps in learning exercises and be not left behind by updates in the trade. Incidentally, Merlen’s fellow schoolmate, Arnie T. Panti, also passed the recent CPA board examination.&lt;/p&gt;&lt;p align="justify"&gt;Merlen sets her sight on yet another test – finding her niche in the corporate world. She wishes to be a part of an accounting and auditing firm and realize her childhood dream job. “Basta kan saday pa ako, pirmi na nasa isip ko, matrabaho ako sa opisina”, she cooed.&lt;/p&gt;&lt;p align="justify"&gt;But before all that, Merlen looks forward to touching base with her family in their good old hometown. She has been away for almost half a year, and before she packs up again for job hunting, she will give herself a much-needed break. And the cash award that she will receive from her review school, (ARTS) and the CSC is more than enough to tide her for the oncoming holiday season. He duplicated the feat achieved by Edwin T. Ogerio of Caramoran, Catanduanes. Ogerio’s unprecedented achievement as the first CE Board Topnotcher from the CSC auspiciously paved the way for other CSC engineering graduates to set their own records, earning the reputation for the school, and particularly the faculty and staff of the CSC College of Engineering, as the top caliber producer of civil engineering graduates. Despite the dearth of physical resources common in state colleges, the faculty of the CSC College of Engineering are known to provide their students with first-rate lectures, thus priming the students for the eventual rigors of the review and board examination.&lt;/div&gt;&lt;div align="justify"&gt; &lt;/div&gt;&lt;div align="justify"&gt; &lt;br&gt; A string of board placers ensued after Ogerio’s triumph in 1992. The proposal of the CSC, which merited funding from CHED, is the Expansion of Milkfish, Mudcrabs Culture and Fattening Project. As a criteria, proposals for funding must be derived from matured technology of SUCs or from other under-utilized assets like land, R &amp;amp; D output, idle machinery and others, has value-added service to the community, and financially viable as shown by a project feasibility study duly approved by the Board of Trustees.&lt;/div&gt;&lt;div align="justify"&gt;&lt;/div&gt;&lt;div align="justify"&gt;&lt;/div&gt;&lt;div align="justify"&gt;&lt;/div&gt;&lt;div align="justify"&gt;&lt;/div&gt;&lt;div align="justify"&gt;&lt;/div&gt;&lt;div align="justify"&gt;&lt;/div&gt;&lt;div align="justify"&gt;&lt;br /&gt;Dr. Asetre earlier signed the Memorandum of Agreement, together with the parties from CHED during the Philippine Association of State Universities and Colleges (PASUC) Conference in Zamboanga last June 29, 2005.The said grant is the second of its kind received by the CSC from the HEDF of CHED, the first one was granted last December 2004 in the amount of P400,000 which was used for the purchase of science laboratory equipment. (AACCUP) as a continuing effort to evaluate its relevance and effectiveness.&lt;br /&gt;The accrediting team, headed by Dr. Nilo E. Colinares, arrived at the CSC lastAugust 28 and wound up their 5-day in-depth accreditation process on September 1, 2005.&lt;br /&gt;The six Level II-accredited academic programs of the CSC that underwent resurvey are the Arts and Sciences (Economics and Political Science), Elementary Teacher Education, Secondary Teacher Education, Nutrition and Dietetics, Nursing and Industrial Technology.&lt;br /&gt;These programs are part of the eight academic programs already evaluated by AACCUP. (GSR)&lt;br /&gt;&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;&lt;span style="font-family:georgia;font-size:180%;"&gt;&lt;strong&gt;CHED grants CSC P1million&lt;br /&gt;development assistance fund&lt;/strong&gt;&lt;/span&gt;&lt;br /&gt;&lt;/div&gt;&lt;div align="justify"&gt;&lt;br /&gt;&lt;span style="font-family:times new roman;"&gt;The Commission on Higher Education (CHED), through its Higher Education Development Program, granted the Catanduanes State Colleges (CSC) one million pesos to support its resource generating programs and projects.&lt;br /&gt;The cheque was formally turned over by CHED Acting Chairman Carlito Puno to the CSC through its President, Dr. Asuncion V. Asetre, during the consultative conference of State Universities and Colleges (SUC) Presidents at Bayview Hotel in Manila on August 4, 2005.&lt;br /&gt;Dr. Asetre stated that the CSC is lucky to be one of the very few and privileged SUCs in the country to have received a P1 million grant from CHED to be used for funding a techno driven anti-poverty project. Out of 112 state universities and colleges in the country, only 15 received said grant which was based on the merits of feasibility studies submitted by higher education institutions.&lt;br /&gt;The CSC President looks forward that the funding support, which will be utilized for an income generating project, will beef up the financial resources of the CSC, adding that more income would mean more classrooms, more instructional equipment, and better facilities. “Increased revenues could be channelled to support development projects in our institution as well as fund students and employees’ welfare projects. This is one proof that we are definitely pursuing innovative ways of generating funds for the operation of our institution”, the President added.&lt;br /&gt;It can be recalled that in 2004, the feasibility study for the CHED-funded project was successfully presented and defended twice in Manila and this was finally approved by CHED. The proposal of the CSC, which merited funding from CHED, is the Expansion of Milkfish, Mudcrabs Culture and Fattening Project. As a criteria, proposals for funding must be derived from matured technology of SUCs or from other under-utilized assets like land, R &amp; D output, idle machinery and others, has value-added service to the community, and financially viable as shown by a project feasibility study duly approved by the Board of Trustees.&lt;br /&gt;Dr. Asetre earlier signed the Memorandum of Agreement, together with the parties from CHED during the Philippine Association of State Universities and Colleges (PASUC) Conference in Zamboanga last June 29, 2005.&lt;br /&gt;The said grant is the second of its kind received by the CSC from the HEDF of CHED, the first one was granted last December 2004 in the amount of P400,000 which was used for the purchase of science laboratory equipment. All these were realized through the fund sourcing efforts of the CSC administration.&lt;br /&gt;CHED is mandated, through its Higher Education Development Fund, to formulate programs and projects that would provide opportunities for enhancement and development of higher education institutions in the country.&lt;br /&gt;CHED has established the Higher Education Development Project, under a Memorandum of Agreement, signed by National Economic and Development Authority, Department of Budget and Management, and the Department of Finance, under which programs and projects of CHED will be implemented.&lt;br /&gt;Under the Medium Term Higher Education Development Plan, CHED has identified as priority the setting up of programs to develop the resource-generating capabilities of SUCs which will serve as a vehicle for the transfer and commercialization of its matured technologies. Asetre, proclaiming the latest feat achieved by Quintal who also made waves last year as the penultimate champion in two prestigious national civil engineering quiz competitions.&lt;br /&gt;&lt;br /&gt;Ruben’s parents, Mr. Ruben Quintal Sr. and Mrs. Berly Tabuzo Quintal, joined the torch parade, and eliciting cheers from the crowd for their son’s consistent academic achievement. The torch parade was also participated in by Ruben’s peers in the Alpha Phi Omega Fraternity and Sorority. A bonfire ceremony, highlighted by the messages of Dr. Asuncion V. Astre and the parents of Ruben, capped the torch parade.&lt;br /&gt;&lt;br /&gt;Quintal, Jr., Bachelor of Civil Engineering Batch 2005, has to skip the graduation ceremonies last March 30, 2005 to attend the refresher course for Civil Engineer Board Examination, the shortest formal review session a Civil Engineer aspirant could get. Ogerio’s unprecedented achievement as the first CE Board Topnotcher from the CSC auspiciously paved the way for other CSC engineering graduates to set their own records, earning the reputation for the school, and particularly the faculty and staff of the CSC College of Engineering, as the top caliber producer of civil engineering graduates. Despite the dearth of physical resources common in state colleges, the faculty of the CSC College of Engineering are known to provide their students with first-rate lectures, thus priming the students for the eventual rigors of the review and board examination.&lt;br /&gt;A string of board placers ensued after Ogerio’s triumph in 1992. Nerissa B., and Zuniga, Rosalin Rosette V.&lt;br /&gt;&lt;br /&gt;Aware of the strict monitoring and evaluation of the Commission on Higher Education regarding the quality of nursing schools in the country, the CSC College of Nursing and School of Midwifery, led by its Officer-In-Charge, has already drafted even before the start of this school year program interventions to improve the professional board performance of the College of Nursing and School of Midwifery, from SY 2005 to 2008.&lt;br /&gt;&lt;br /&gt;An even more rigid selective admission of Level II students (BSN - Associate in Health Science Education-based and pure AHSE) as well as students in Level III (Nursing Proper of the BSN curriculum) is in the pipeline to facilitate a more equitable and effective retention of better quality students in the college.&lt;br /&gt;&lt;br /&gt;Conduct of semestral validating examination among Levels III and IV students to evaluate terminal learnings as basis for remedial instructions and assessment of teaching strategies is also on the drawing board as well as conduct of in-house review classes among Level IV students and follow-through consultative sessions among graduates for a more intensive preparation for the professional board and conduct of refresher courses for professional board repeaters.&lt;br /&gt;&lt;br /&gt;To optimize student Related Learning Experience (RLE), the College will utilize, in addition to its already well-established linkage with other health care institution, other local health institutions and communities for a wider and more enriching student related learning experience. A maximization of the Summer Affiliation Program to cover other special hospitals and health institutions for a more varied and updated student clinical RLE, enrichment of student RLE to provide continuity and harmony with classroom instruction and limiting of student RLE requirements to the most manageable and helpful levels based on student capacity to comply and the teacher’s ability to evaluate and feedback with quality will also be implemented.&lt;br /&gt;&lt;br /&gt;To ensure continuous professional development of its faculty and administration, the following will be implemented: realignment of faculty and student researches to areas that will significantly contribute to the improvement in the nursing education and practice, enhancement in the teaching capabilities of the faculty members through post graduate studies and attendance to relevant trainings and seminars, adoption of more appropriate and updated teaching strategies, adoption of a more facilitative and active faculty monitoring and supervision program to strengthen faculty support services and hiring of additional faculty members to fill-up vacancies and meet the requirements of increasing enrolment.&lt;br /&gt;&lt;br /&gt;Almost all of the faculty force of the CSC College of Nursing and School of Midwifery possess the requisite Master of Arts in Nursing degree, and some are on the process of obtaining this required qualification. This is in adherence to CHED and PRC requirement on Nursing Education and Professional Practice, especially on the qualification of the Nursing College Dean and Faculty Members.&lt;br /&gt;&lt;br /&gt;The CSC College of Nursing and School of Midwifery attracts one of the highest number of enrollees every school year but it strictly implements its Admission, Selection, and Retention policies consisting of entrance examination, personal interviews and internship examination. It is one of the programs of the CSC that has produced board placers. It remains steadfast to its goal of producing quality graduates, having produced innumerable registered nurses that have landed into gainful employment in the country and in many parts of the world, some of whom are even occupying strategic positions in prestigious health care institutions and leading educational institutions.&lt;br /&gt;&lt;br /&gt;During the recent CHED evaluation of nursing programs, the CSC College of Nursing and School of Midwifery even dislodged, in terms of performance, one of the biggest private colleges in the Bicol Region that offers nursing program.
